Anson Chan (also known as Anson Chan Fang On-sang or Chen Fang An-sheng) is most famously known as Hong Kong's pioneering civil servant and politician who served as Chief Secretary for Administration from 1993 to 2001—the first ethnic Chinese and first woman to hold the territory's second-highest office under both British colonial rule and post-1997 Chinese sovereignty—where she headed the massive civil service, advised Chief Executives, ensured smooth handover stability, and became a symbol of continuity, professionalism, and later pro-democracy advocacy.
